Job/Position DescriptionThis position is 100% remote within the State of Texas and requires all Employees to maintain personal wi-fi and webcam capabilities during works hours to perform job duties. The Texas Health and Human Services Commission (HHSC) seeks highly qualified candidates to fill the Programmer IV position within the Access and Eligibility Services (AES), Data Management and Reporting Division. As a .NET full stack programmer, you will be working on a team of highly skilled Analysts to develop, test, debug, and document complex program code to implement functional and design requirements for information systems. This is an innovative type-role that is focused on design, development, enhancement, and maintaining advanced multi-user web, database, and reporting applications that effectively meet business needs for the Eligibility Operations (EO). Resumes attached without fully completing the State Application Form within the portal will not be considered equivalent.Essential Job Functions(35%) Designs, codes and modifies complex computer programs and database architectures, subroutines, triggers, stored procedures, objects, classes and scripts. Performs necessary testing of assigned programs, including the generation of test data, writing test scripts/execution sequences, examining test results, debugging detected errors, etc. Uses current software development methods/techniques and established development standards (which include programming standards, documentation standards and testing standards) to ensure the quality and maintainability of applications. Participates in code reviews to ensure compliance with development standards and system/business requirements. (15%) Oversees the project development lifecycle and coordinates with business analysts and testers on all creation or modification to applications or reports. Oversees the planning, verifies design proposals, and perform in-depth research and analysis, when needed, on project proposals. Reviews programming work for consistency with team standards, code efficiency, project requirement compliance, and quality. (15%) Identifies, investigates and resolves production problems. This may include analyzing problems, coding, testing, implementing and training of other technical staff and/or customers.
