Are you seeking a position where the work you perform makes a critical difference in the lives of others? Would you enjoy being responsible for the operational budget for the Bureau of Unemployment Compensation and providing financial analysis, revenue forecasts, and monitoring the Resource Justification Model (RJM) completion and submission for consistency with staff time and workload reporting (the RJM is the resource document that informs USDOL on funding earned and potential federal funding allocations). The position will determine appropriate uses of bureau funding sources, identifying potential funding shortfalls and identify options for resolution? You will also evaluate fiscal and programmatic impact of legislative proposals, assist with supplemental grant application preparation and reporting requirements (federal and state) and provide support in bureau program invoice review and tracking. The successful candidate will work closely with the Deputy Bureau Director - Operations, on fiscal audits (federal and state) and coordinate the collection of program grant and contract information required by auditors.

Primary responsibilities include:

  • Provides budgetary information and analyzes bureau finances to ensure proper management of funds for effective delivery of unemployment services.

  • Advises Bureau Director and other managers of financial status, potential funding problems, and recommends viable options for resolution to ensure effective delivery of unemployment services.

  • Prepares grant applications for federal supplemental funding opportunities to obtain funding to enhance unemployment programs and systems.

  • Monitors activity and expenditures within categories identified by U.S. Department of Labor to maximize federal reimbursement for those functions.

  • Reviews bureau policies for compliance with federal regulations and prepares modifications for review by the Bureau Director to avoid financial penalties or questioned costs.

  • Compares legislatively approved position allocations with bureau funding sources to ensure that positions are appropriately budgeted and funded; makes recommendations on position reassignments and reclassifications, as necessary.

  • Assists Deputy Bureau Director, Operations, in lease/purchase, personnel and capital needs analysis and acquisition.

  • Monitors state and federal pending legislation for fiscal and program impact on the bureau.

Skills or knowledge required:

  • Knowledge of federal funding requirements and Office of Management and Budget cost principles.

  • Knowledge of financial management principles, practices, and techniques.

  • Knowledge of federal funding rules and regulations.

  • Knowledge of program service and related grant funds, supplemental grant awards.

  • Knowledge of accounting and auditing principles.

  • Knowledge of state budgeting procedures and requirements.

  • Knowledge of the legislative process.

  • Knowledge of state personnel policies and procedures.

  • Ability to conduct complex cost, cost/benefit, forecasting, and other financial analysis.

  • Ability to advise bureau managers and others on financial and administrative matters.

  • Ability to interpret and apply policies and regulations.

  • Ability to prepare budgets and execute work programs.

  • Ability to use applicable computer programs.

  • Ability to communicate effectively, both orally in writing.

  • Ability to write concise reports.

Minimum qualifications:

In order to qualify, you must have an eight (8) year combination of education and/or experience which includes a bachelor’s degree in business administration, economics, finance, or similar. Directly related professional experience may be substituted for education on a year-for-year basis.
