Drug Enforcement Administration Program Analyst in Arlington, Virginia

Summary This position is located within the Drug Enforcement Administration (DEA), Intelligence Division (NC), Program Management and Budget Section (NCM) in Arlington, Virginia. This position's primary purpose is to support the Program Management Unit (NCMP). In this position, you will perform recruitment, staffing, human resource issues and related programs of Intelligence Division (NC) and the Intelligence Program. Responsibilities As a Program Analyst, your typical work assignments may include: Developing and implementing plans for disseminating routine information regarding staffing and recruitment. Analyzing and preparing program status reports for review at all levels. Defining and analyzing information requirements and developing reporting systems for various special emphasis projects. Monitoring the effectiveness and efficiency of programs and operations. Tracking, updating, and identifying trends with automated systems. Requirements Conditions of Employment Qualifications Applicants must meet the Specialized Experience requirements as noted below. GS-9: You must demonstrate in your resume at least one (1) year of qualifying specialized experience equivalent 7. One year of specialized experience for this position includes: assisting in providing information and guidance on Human Resources processes; preparing and maintaining personnel files; and preparing written products and reports. OR Education: Master's or equivalent graduate degree OR 2 full years graduate progressively higher level graduate education leading to such a degree OR LL.B or J.D., if related. OR Combination of Experience & Education. GS-11: You must demonstrate in your resume at least one (1) year of qualifying specialized experience equivalent 9. One year of specialized experience for this position includes: assisting in analyzing program performance data to identify trends; serving as liaison between management, employees and Human Resources personnel to facilitate efficient recruitment, retention, movement, and general welfare of staff; preparing personnel actions ensuring regulatory requirements are met; responding to inquiries from employee and management regarding Human Resources processes; and preparing and maintaining various reports and spreadsheets. OR EDUCATION: Ph.D or equivalent doctoral degree OR 3 full years of progressively higher level graduate education leading to such a degree OR LL.M., if related. OR Combination of Experience & Education. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-9 position you must have served 52 weeks at the GS-7. For a GS-11 position you must have served 52 weeks at the GS-9. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. Specialized experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
