Position Description The Anoka County Property Records and Taxation Divisions mission is to embrace innovation to provide exceptional property tax, land records, vital records, and elections services. The division has an immediate opening for Senior Appraiser who will perform various duties. Some of the critical responsibilities of this position include the assessment of commercial, industrial and apartment properties in Anoka County. The Senior Appraiser will research,classify, and value property to provide a fair and equitable property assessment. The Senior Appraiser producesdetailed appraisal reports while remaining flexible and embracing ongoing field inspections and property valuations. This is a full-time, non-exempt, benefit-eligible position, and is located at the Anoka County Government Center. Interviews will take place the week of June 10, 2024 for those selected to move forward in the hiring process. Pay and Benefits Salary: $70,012 to $84,011 annually ($33.66 to $40.39 per hour). 2024 Anoka County Salary Schedule Grade 34: $70,012 to $98,009 annually ($33.66 to $47.12 per hour). 24 days of paid Flexible Time Off and up to 12.5 paid holidays. Work Location This position will work at the Anoka County Government Center, located at 2100 3rd Ave. Anoka, MN 55303. This position may be eligible for flexible work arrangements, including hybrid work, with some days working remotely and some days working in the office Expected work hours are Monday - Friday 8:00 a.m. - 4:30 p.m. Job Duties and Responsibilities These examples are not all inclusive and are intended to be illustrative of primary responsibilities of an Anoka County Senior Appraiser. Examine and evaluate property to establish a fair market value for taxation. Perform on-site inspections to determine condition of property. View and inspect all parcels of property in assigned assessment districts to determine any changes from prior assessment. Verify property classification and land type breakdown to ensure accuracy. Provide information to property owners relating to assessment law, procedures of valuation, homesteading and classification. Communicate with taxpayers in an effective manner concerning sensitive financial matters. Monitor trends of surrounding properties. Track and interpret real estate trends. Handle negotiations and preparations for tax court. Testify concerning all areas of property assessment. Handle appeals for Local and County Board of Appeal and Equalization (BOE). Prepare and update field notes to document changes from previous assessment. Review parcels and applications for special programs. Provide reports on appraisals and ensure accuracy and compliance with regulations. Provide leadership, coaching, and/or mentoring to a subordinate group. Qualifications and Requirements: Minimum Knowledge, Skills, and Abilities Needed Requires a bachelor' degree and at least 4 years of job-related experience Possess an Accredited Minnesota Assessor (AMA) license In lieu of the required education, an equivalent combination of education and experience may be substituted on a year-for-year basis Successfully pass driver's license background check Preferred Knowledge, Skills, and Abilities Needed Degree in Business, Mathematics, Public Administration, Real Estate or Statistics Possess or able to obtain within twenty-four months of hire a Senior Accredited Minnesota Assessor (SAMA) license Strong verbal and written communication skills Physical Demands and Work Conditions: Standard office environment, and various county work sites both indoor and outdoor, including unfinished structures, construction areas, rough terrain, and changing weather conditions depending on assignment Work activities may require contact with uncooperative, angry, and sometimes hostile clients depending on assignment Vision abilities required by this job include close vision, distance vision, and the ability to adjust focus, such as to work on computers. Ability to see colors, shades and brightness Hearing abilities required for general and phone communication, signals, and machine sounds Ability to detect, discern, and tolerate a wide range of scents required for safety and performance of essential duties Cognitive abilities required include problem solving, prioritization of tasks, short- and long-term memory, interpreting and understanding written documents, and general mathematical skills Assignments require several hours of varied physical activity in addition to viewing a computer screen, sitting at a desk, or walking/standing Physical activity may include repeated bending, stooping, reaching, twisting, walking on sloped or uneven terrain, and handling/carrying equipment Regular lifting of 0-25 lbs., occasional lifting of up to 75 lbs.
