Citigroup In Business Risk and Control Head – BeNeLux Cluster in Amsterdam, Netherlands

This exciting new role sits within the Belgium, Netherland and Luxembourg (BeNeLux) Cluster head’s office and forms part of the Europe Controls team (IBRC). The new BeNeLux IBRC Head will be required to operate on a cross product and function level and will be responsible for driving Citi’s first line transformation objectives within the cluster in close collaboration with the Europe IBRC team and with partners in control functions.

This is a challenging role and the successful candidate will be leading complex projects requiring considerable independent judgment and initiative as well as the use of data analysis, business problem solving skills, attention to detail and strong project management skills. The successful candidate will work closely with senior stakeholders within the BeNeLux Cluster and the wider European Leadership team.

A core part of this role is to identify and implement enhancement opportunities in close collaboration with the Cluster Head and Europe In-Business Risk Head in support of Country Coordination Officers (CCOs), Businesses and Functional leads. The successful candidate will be expected to:

  • Drive Risk Culture and Leadership;

  • Enhance Governance and Risk Strategy;

  • Improve Risk Identification and Oversight;

  • Lead Internal and External Audit Planning; and

  • Deliver on Citi Transformation and Risk Reduction Programs as they relate to the BeNeLux cluster.

Responsibilities:

  • Drive Governance best practice in accordance with International Franchise Management (IFM) and Governance policies, procedures and standards.

  • Coordinate and manage the country/cluster Country Co-ordinating Committee and challenge effectiveness in close alignment with Europe and Citi governance models and policy requirements.

  • Support CCO's in meeting their governance and Risk and Control obligations as per the CCO Handbook.

  • Support the Europe IBRC Head in the implementation of the Europe IBRC strategy.

  • Coordinate and manage the implementation and on-going compliance of CAO/IFM Policies.

  • Implement and monitor effective escalation protocols in alignment with Legal Entity/Europe cluster/Citi governance processes.

  • Drive 1st line risk management best practices in accordance with policies, procedures, and standards.

  • Oversee the Cluster Manager Control Assessment in close partnership with the MCA Coordination hub to coordinate and challenge the Annual Risk Assessment, monthly Key Risk and Performance Indicators.

  • Perform on-going Franchise/cluster level MCA deep dives/oversight to assess the adequacy/quality of risk coverage, risk ratings, policy and regulation mapping in accordance with policy standards.

  • Manage and complete all AU requirements in relation to the Franchise Governance Activity Unit (AU), including Quarterly & Annual risk assessments /Activity Risk, Control & Monitoring (ARCM) Management.

  • Prepare and analysis the Franchise / Cluster risk profile reporting (including Issue Management, scorecards, MCA metrics, Key Risk Indicators (KRI) or Key Operational Risk (KOR) and lessons learned reviews) and report finding to the CCO/CEO monthly (new emerging or key risks).

  • Escalate to relevant Committees/ Forums in the Branch Governance Structure on deteriorating risk stripes as appropriate.

  • Review and challenge material Operational Risk Events (reviews / attestations) impacting the Franchise to ensure adequate escalation, remediation and control enhancements take place.

  • Support the region and cluster in relation to Risk & Control related Projects (local/regional/global) / Consent Order activities.

  • Lead the implementation of global and regional new Risk & Control projects and initiatives within the Cluster.

  • Management and Oversight of Franchise level Audit and Independent Reviews (including pre-assessments) for Regulatory, Internal Audit, and Compliance and Risk management reviews.

  • Maintain a collaborative relationship with 2nd and 3rd Line Of Defence partners at Franchise and/or cluster level.

  • Represent Citi in Regulator/Industry forums (as appropriate/required).

  • Oversee key operational risk areas and maintain a close working relationship with internal policy owners at the second line of defense, including Independent Compliance Risk Management (ICRM), Operational Risk Management (ORM), Information Security (IS), Third Party Management (TPM), etc.

  • Responsible for regional management reporting in coordination with local Risk and Control teams, including quarterly reporting on changes to the control environment, significant events, lessons learned and root cause analysis as applicable.

  • Drive initiatives in country that arise from Europe or Global workstreams and framework including Local Regulatory Requirements review and Country Scenario and limit setting reviews.

  • Lead and or chair several working groups in the development and implementation of new risk and controls frameworks.

  • Perform complex analyses of comparative data, preparing and presenting local, cluster and global reports related to compliance risk assessments, and monitoring of compliance related issues.

  • Partner, collaborate and work with other areas within Citi, as necessary.

Knowledge/Experience:

  • Knowledge of Compliance requirements, policies and procedures, laws, rules, regulations, risks and typologies.

  • Proficient in MS Office applications (Excel, Word, PowerPoint).

  • Knowledge in area of focus.

  • Prior experience in Risk and Controls and/or Compliance.

  • Experience in enhancing the control environment a plus.

  • Prior governance, legal entity experience

  • Matrix understanding

  • Strategic agility

  • Managing stakeholders at all levels

Skills:

  • Strong verbal and written communication skills; ability to present ideas to audiences at all levels internally and externally.

  • Ability to work with different business and functions teams.

Qualifications:

  • Bachelor’s degree or equivalent experience.

  • Experience in risk management, project management, audit, compliance or other control-related function in the financial services firm; experience in area of focus.

  • Advanced degree preferred.
