Job Description:

This position supports multiple capabilities developed and maintained to support the Department of Defense (DoD) with data analysis, data availability, and decision-making. The candidate will be supporting the Office of the Under Secretary of Defense for Acquisition and Sustainment (OUSD (A&S)), the Office of the Assistant Secretary of Defense for Acquisition (OASD(A)), Defense Pricing, Contracting, Acquisition Policy (DPCAP), Acquisition Policy and Innovation (API). As a support contractor for DPCAP/API, it is expected that the appropriate candidate will support organizational goals and strategies for the organization.

The Communications Planner will support the development and management of external communications supporting capability implementation for multiple applications the team oversees and manages to support the acquisition community. Additionally, they will be expected to manage all communication products available on the applications and ensure timeliness of video creation and availability to users. The appropriate candidate will have experience with the Department of Defense, understand acquisition reporting and supporting initiatives, and demonstrate their written and verbal communications expertise.

• Responsible for coordinating the change management process with a focus on external communications to key stakeholders and serves as Communications Planner

• Creates, tracks, and manages the Communications Tracker

• Provides biweekly and ad hoc updates to the client and peers on the status of items in the communications tracker and facilitates discussions on current tasks, new tasks, communications gaps, opportunities and/or threats to effective communication of program goals, and capability deployment schedules

• Maintains awareness of and communication status of progress towards program goals through coordination and collaboration with team leads

• Assists DPCAP/API Strategic Communications team in message generation related specifically to capabilities and strategic achievements

• Collaborates with team leads in the creation of a unified message to implement an effective change management strategy

• Manages all system outage communications with external stakeholders, manages application alerts/announcements on NIPR and SIPR. Proactively manages these alerts/announcements with limited supervision

• Tracks and maintains website content, including resources and help materials

• Coordinates updates of user guides, help videos and other materials for as needed for capability deployments

• Works with Acquisition Subject Matter Experts and Government Stakeholders across several government offices to create, refine and implement content updates to ensure relevant resource information for capability users

• Proactively identifies opportunities for process improvements throughout the program, including meeting consolidation, software/tool usage, communication methods, etc.

• Maintains document templates and update/communicate them, as needed

• Maintains contact lists and directories for the team and the organization

• Responsible for the development and coordination of the weekly activity report (WAR), a weekly update that highlights program accomplishments for A&S leadership

• Able to discern and emphasize importance of team accomplishments to clearly articulate the impact to leadership

• Identifies opportunities to increase program visibility, both within the Department and externally

• Dynamic skillset and attitude to adapt to new requirements and direction

• Assists with additional and ad hoc communications as needed

• Applies acquisition knowledge or software development knowledge to support the creation of effective communications to the acquisition community

• Must manage both NIPR and SIPR communications for multiple application instances, able to maintain SIPR account access

Experience Requirements:

Mandatory:

• 8-10(+) years related experience supporting the DoD, Uniformed Services, or Fourth Estate (Defense Agencies, Field Activities, etc.)

• Experience interacting on-site with federal government clients and senior leadership

• Proficiency in Adobe suite or other design tools

• Attention to detail with strong organizational skills

• Excellent written and verbal communication skills

• Proficiency in Microsoft Outlook, Project, Word, Excel, PowerPoint, and Vizio

• Proven ability to adapt to extremely dynamic requirements

• Excellent meeting management skills

• Strong understanding of the Adaptive Acquisition Framework (AAF)

• Demonstrated integrated communications supporting complex scenarios or supporting software development Team player, problem solver, and quick to respond to high priority/visibility items

Preferred Experience:

• Experience working with the Department of Defense or Office of the Under Secretary of Defense for Acquisition & Sustainment

Education Requirements:

Mandatory: Bachelor's Degree, Business, Business Administration, Public Policy, Public Administration, or a related field.

Waiverable/Substitutable: 4 years equivalent work experience may be substituted for the degree requirement, including experience managing projects.
