Minimum Qualifications Transfer Candidates: Current New York State Department of Health employee with permanent or contingent permanent status as a Principal Sanitarian, Grade 23. Non-competitive (NY HELPS): A bachelor's degree including or supplemented by 30 qualifying semester credit hours in animal science, biochemical engineering, biochemistry, biological sciences, biology, biophysics, chemical engineering, chemical science, chemistry, civil engineering technology, conservation biology, earth science, ecohydrology, electrical engineering, electrical science, emergency management, engineering science, engineering technology, environmental biology, environmental engineering, environmental health, environmental science, environmental studies, fire science, geochemistry, geology, health physics, health science, industrial hygiene, mechanical engineering, medical science, medical technology, microbiology, natural sciences, nursing, occupational health, occupation health and safety, physical science, physics, pre-med, structural engineering, toxicology, water resources engineering, water resource management, and water resources AND three years of experience in environmental health protection defined as conducting inspections to determine compliance with federal, state, or local environmental laws, regulations, and established public health standards, OR experience in the identification and notification of public health environmental hazards and the development of methods to eliminate or control such hazards and/or the spread of disease and other environmental factors impacting the heath of individuals and/or the public, such as in hospitals and long term care facilities.*a master’s degree in a related field can substitute for one year of experience; and a doctorate in a related field can substitute for two years of experience.Preferred Qualifications: Excellent leadership and management abilities. Experience in supervision of staff in enforcement of health care facility compliance with NFPA (National Fire Protection Association) codes and standards, and federal conditions of participation for Title XVIII (Medicare) and Title XIX (Medicaid) programs. Working knowledge of Public Health Laws, environmental health standards, and local codes and regulations. Experience in evaluating waiver requests and Certificate of Need applications and progress of projects. Excellent skills in verbal communication, report writing, prioritizing of assignments, investigation, and critical thinking.
Duties Description Under the direction of the Division of Nursing Home Surveillance and ICF Surveillance, the incumbent will conduct, plan and supervise staff in performance of on-site and off-site nursing home and ICF program surveillance activities for initial certification, recertification and complaint investigations to determine compliance with Life Safety Code and environmental health standards per federal, New York State, public health and local codes, rules and regulations. Make recommendations and apply enforcement. Provide technical assistance, policy and code interpretation to staff, facilities, and local government units. Complete reports and review and evaluate staff reports, detailing facility compliance and identified deficient practices, facility plans of correction and follow-up visits to determine ongoing compliance per Federal and State performance measures. Evaluate work performance and develop staff to upgrade performance. Review, or supervise review of waiver requests, Certificate of Need applications and progress of projects. Review and monitor facility emergency preparedness and disaster response. Collaborate with health survey staff and other programs to coordinate and team lead surveillance activities. Provide support and guidance for Life safety code surveys conducted by the Office of Fire Prevention/Control on ICF surveys. SMQT certification is required within 12 months of hire. The incumbent will also complete any additional assignments as deemed necessary by the Director.
