Salary: 3,076.93 bi-weekly. (In accordance with current spending restrictions, an internal promotion into the position will be filled at the minimum of the pay grade or up to 5% of the employee’s current rate, whichever is higher.)

DESCRIPTION :

This position is critical to the delivery of mental health and substance abuse services by ensuring compliance with department rules, policies and standards regarding mental health and substance abuse services for youth assigned to the care and custody of the Department of Juvenile Justice.

DUTIES AND RESPONSIBILITIES :

Provides Mental health, Substance Abuse and Developmental Disability services oversight to North Region Residential Facilities and provides on-site training and technical assistance to the North Region on mental health and substance abuse services in the department’s residential facilities. Conducts an on-site assessment of the quality and efficiency of mental health, substance abuse and developmental disability services at every North Region Residential Facility at least annually and follow-up visits as necessary. Provides a written report of the on-site assessment services in PMM within 10 business days of the site visit and communicate critical issues to headquarters Office of Health Services and Residential Regional staff immediately.

Provides day-to-day guidance and operational advice to mental health and substance abuse clinicians, facility administrators and department staff on issues pertaining to mental health, substance abuse and development disability services in assigned region.

Participates in the development, implementation, and management oversight of outcome-based corrective action plans.

Conducts management oversight site visits as assigned to ensure correction of deficient practices.

Analyzes the Mental Health/Substance Abuse section of the Individual Health Care Records and/or the Active Mental Health/Substance Abuse Treatment Files to evaluate the delivery of individualized mental health and substance abuse treatment services.

Evaluates the delivery of mental health, substance abuse and development disability services and implementation of corrective action plans in programs with failed or limited compliance ratings on Quality Improvement Standards pertaining to mental health and substance abuse services in assigned region.

Provides professional consultation and technical assistance on mental health substance abuse and developmental disability matters to headquarters, region, and program staff to include Residential, Probation, Residential, Quality & Improvement, Contracts, Staff Development and Training, Legislative Affairs, The Office of Inspector General, etc.

Provides guidance to regional Nursing Consultants, Residential staff, and provider staff with respect to mental health, substance abuse and developmental disability treatment services, policies, rules, and statutes in assigned region.

Assists the Department, provider, and the Residential Facility Administrator with the development of facility operating procedures specific to mental health, substance abuse, psychiatric and developmental disability services in accordance with Departmental policy and Rule.

Maintains professional relationships with Mental Health and Substance Abuse treatment providers throughout the region.

Maintains contact with the regional staff, Residential Facility Administrators, mental health clinical staff and other related staff.

MINIMUM QUALIFICATIONS FOR THIS POSITION INCLUDE THE FOLLOWING REQUIRED ENTRY LEVEL KNOWLEDGE, SKILLS AND ABILITIES :

Ability to organize work, coordinate with others as necessary, and work independently.

Knowledge of Microsoft Word, Excel and the creation of Power Point presentations.

Ability to communicate effectively with strong verbal and written communication skills including public speaking.

Ability to conduct research and formulate policy recommendations.

Licensure as a psychologist under Chapter 490, F.S., or Licensure as a mental health counselor, clinical social worker or marriage and family therapist under Chapter 491, F.S., is required.

PREFERRED QUALIFICATIONS :

A master’s degree or doctoral degree from an accredited college or university with a major in psychology, counseling or clinical social work.

At least two years clinical experience in delivery of mental health and substance abuse services preferably associated with youth correctional facilities.

Experience in trauma informed care, gender specific services and behavioral therapy within juvenile justice settings, as well as substance abuse therapy and treatment.

SPECIAL NOTES :

This position requires traveling within the south region to provide quarterly monitoring, training and technical assistance in DJJ Detention Centers and as needed.

Licenses that have Corrective Lenses Restriction are acceptable, provided the driver wears corrective lenses while operating the vehicle.
