National Park Service Construction Control Representative in Ajo, Arizona

Summary This position serves as a Construction Control Representative in any organizational unit within the National Park Service (NPS). The primary purpose of this position is to perform work involving the management and control of a variety of substantive and complex construction, stabilization, repair, restoration, and accessibility projects. The incumbent represents the NPS and works within a multidisciplinary team of architects, engineers, conservators, preservation specialists, and historians. Responsibilities As a Construction Control Representative you will: Apply technical skills in project management to serve as the park liaison in informing and managing multi phased construction projects. Coordinate with an Interdisciplinary team to develop project plans, evaluate and resolve technical and administrative problems, and develop corrective actions as needed. Provide inspection and coordination of construction projects and ensure project compliance and quality meets construction, historic observation and building code standards. Work directly with contractors to coordination onsite logistics, address concerns, implement safety measures, and otherwise ensure activities essential to the successful implementation of the project are addressed. Review and monitor all construction activities to ensure park-specific conditions are addressed, including those related to historic preservation, museum management and visitor experience. Organ Pipe Cactus National Monument Area/Housing Information Organ Pipe Cactus National Monument is located in the Sonoran desert in Southwestern Arizona. Park headquarters is located 34 miles from Ajo, Arizona and 5 miles north of the international boundary with Mexico. Organ Pipe is a winter paradise and a surprisingly lush and green environment. Daytime temperatures typically range from the 60's in the winter to over 100 in the summer, with dramatic monsoons later in the summer. The local towns and communities provide multiple amenities and a thriving Art's community that allow families and individuals to easily adjust to living in the desert. In Ajo (population 3,500) you will find a few local restaurants and coffee shops, a grocery and hardware store, a medical clinic, multiple churches, a public library, a county park with playground, swimming pool, ball parks and community center, and an active Park and Recreation Department, a K-12 school system, and several active community organizations who sponsor events and festivals on a regular basis, including a weekly Farmers Market. Phoenix, Arizona is a one-and-a-half-hour drive north from Ajo; Tucson is a two-hour drive east from Ajo. Both cities offer a greater selection of amenities. Requirements Conditions of Employment Must be able to obtain and maintain a Contracting Officer Representative (COR) Level 2 certification within 90 days of Entrance on Duty. U.S. Citizenship required. Appointment subject to background investigation and favorable adjudication. Meet Selective Service Registration Act requirement for males. Selectee will be required to participate in the Direct Deposit Electronics Funds Transfer Program. Government Housing may be available. You will be required to operate a government (or private) motor vehicle as part of your official duties; a valid driver's license is required. You will be required to submit a Motor Vehicle Operator's License and Driving Record. You must also submit (within a State sealed envelope or submitted directly by the State authorities), and at your own expense, all certified driving records from all States that disclose all valid driver's licenses, whether current or past, possessed by you. You will be required to wear a uniform and comply with the National Park Service uniform standards. A uniform allowance will be provided. You may be required to work evenings, weekends, and shift work. If you are a new employee or supervisor in the Federal government, you will be required to complete a one-year probationary period. You will be required to complete a one-year trial period. You may be required to travel overnight away from home up to 2 nights per month. Qualifications All qualifications must be met by the closing date of this announcement-07/05/2024-unless otherwise stated in this vacancy announcement. Credit will be given for all appropriate qualifying experience. To receive credit for experience, your resume MUST clearly indicate the nature of the duties and responsibilities for each position, starting and ending dates of employment (month/year), and the resume must reflect full and/or part-time or total number of hours worked (i.e., work 40+ hours a week, rather than indicating full-time). If part-time, the hours must be annotated to be able to pro-rate the amount of qualified specialized experience. SPECIALIZED EXPERIENCE: At least one full year of specialized experience equivalent to the GS-11 level in the Federal service (obtained in either the public or private sectors). This experience includes activities such as: managing complex construction projects with Interdisciplinary teams: serving as a construction inspector or equivalent for interpreting plans and specifications; inspecting materials and workmanship, and insuring adherence to safety requirements; overseeing the development and implementation of rehabilitation, restoration, or construction projects; knowledge and understanding of general construction practices and the ability to perform inspections of the contractors work; knowledge and skill in preparing design drawings and specifications for construction projects. Physical Demands: A significant percentage of time in this position is spent performing on-site inspection and coordination of construction and engineering work required for construction projects. This work involves physical demands including but not limited to, walking, bending, stooping, etc. A smaller percentage of the work is of sedentary nature. Although most of the sites are within a day's trip from the office, some project activities may require overnight stays. Working Conditions: A significant portion of the work takes place in the outside environment. The outside weather ranges from dry and dusty to rainy and from hot to cold; in wooded areas, under seashore/ocean conditions and urban conditions. The sedentary portion of the work is performed in an office setting. Some hazards may be encountered, typical of any construction project while others may be typical to historic structures and landscapes that have been poorly maintained. The National Park Service has determined that the duties of this position are suitable for telework and the selectee may be allowed to telework with supervisor approval.
