State of Massachusetts Budget Director in 600 Washington Street, Massachusetts

The Massachusetts Commission for the Blind (MCB) is seeking a detail-oriented, analytical, and well-organized individual who will direct, plan, and manage the budgeting function for the Agency.To be successful in this role, our applicant must have the ability to direct and guide staff in the Commonwealth’s budgetary policies and procedures, have the capacity to exercise independent decision-making while drawing from a strong knowledge base of financial management, budget, and accounting, and have the ability to learn and apply state, federal and agency guidelines to properly procure programs and services for consumers. _Duties and Responsibilities (these duties are a general summary and not all inclusive):_ · Directly supervise finance unit staff and evaluate staff performance. · Provide management policy guidance in the implementation of budget analysis, reporting, accounting, federal grants management and Open Insight (OI) management processes. · Oversee the determination of allocation of spending among traditional and expansion accounts as well as ensuring funds are allocated in an appropriate and timely manner. · Design and implement a system of cash management, grant management, and finance. · Manage federal cash disbursements and receipts in accordance with Cash Management Improvement Act (CMIA) and state accounting principles as well as federal regulations. · Oversee the conversion of program forecast to weekly cash forecast and weekly tracking of actual program cash spending against the cash forecast. · Serve as the agency Massachusetts Management Accounting and Reporting System (MMARS) liaison with the Office of the Comptroller, State Auditor and other oversight state agencies. · Disseminate information to agency managers and staff; provide education to program managers/budget centers about their spending needs, exercises, and forecasting initiatives. · Advise the Chief Financial Officer (CFO) in deciding financial and contractual issues; monitor the progress, quality, and risk of all finance activities; prepare position papers for the CFO on financial issues and strategies. _Required Qualifications:_ · Knowledge of the principles and practices of financial management, including financial analysis, and reporting. · Knowledge of General Accepted Accounting Principles (GAAP) and principles and practices of budget and accounting. · Ability to communicate effectively with professionals. · Capacity to learn and apply agency policies and procedures including fiscal guidelines for purchasing services for consumers. _Preferred Qualifications:_ · State government experience a plus. · Knowledge of MCB's mission, values, and partnerships with providers statewide. · Knowledge of state and federal systems, laws, rules, regulations, policies, procedures and practices for finance, accounting, and budget. · Ability to coordinate annual budget development activities within the agency. · Ability to conceptualize MCB budget needs and identify budgetary options creatively. · Ability to design cash management, budget, financial, procurement and purchase of service processes. · Knowledge of laws, statutes, regulations, standards, and policies for both MCB and other oversight state and federal governing agencies. · Ability to communicate clearly and diplomatically both orally and in writing. · Problem-solving skills and ability to devise creative solutions to a wide variety of issues in a timely manner. · Ability to handle confidential information with an understanding of diversity and the importance of fostering an open and respectful work environment. · Proficiency with Microsoft Office applications including Word, Outlook, and Excel. _About the Massachusetts Commission for the Blind_ The Massachusetts Commission for the Blind (MCB) is the point of entry for vocational and social rehabilitation services for residents of the Commonwealth who are declared to be legally blind by an eye professional. MINIMUM ENTRANCE REQUIREMENTS: Applicants must have at least (A) five (5) years of full-time or, equivalent part-time, professional, administrative, supervisory, or managerial experience in financial management work (i.e. budgeting, accounting, auditing, management analysis, program evaluation, financial reporting of program results), of which (B) at least one (1) year must have been in a project management, supervisory or managerial capacity or (C) any equivalent combination of the required experience and substitutions below. I. A certificate in a relevant or related field may be substituted for one (1) year of the required (A) experience. II. A Bachelor's degree in a related field may be substituted for two (2) years of the required (A) experience. III. A Graduate degree or higher in a related field may be substituted for three (3) years of the required (A) experience. IV.
